nothing other than postgres and backup/maintenance services should ever run on this server

if a shared service needs a database, it should use this dedicated postgres server. it is acceptable for something to use its own sqlite db if it doesn't support postgres
usage
simply connect to db.bcc.is in the normal postgres way
installation
postgres is installed from the postgres apt repos so that we are not locked into the debian bookworm release version of postgres
backups
snapshots, just need to schedule them
